Traffic arrangements are one of the main areas in which the individual has the ability to understand behavior in the traffic environment in general and in the urban-public environment in particular. The setting of appropriate and , the updating and direction of the residents, effective and correct planning of traffic arrangements – all will lead to the improvement of road safety and the prevention of accidents, particularly in the environment of and during temporary infrastructure projects.

All parties that engage in different types of road works are aware of the difficulties and risks entailed by the performance of the work with the constant friction with busy traffic, pedestrians, and all road users in the changing traffic space – and especially the movement of children and youths.

Workers and road users have been injured in accidents during the performance of road work. The circumstances of the accidents in many cases were identical: lack of clarity regarding the delineation of the work site, the temporary traffic arrangements, lack of attention to the changes in the traffic because of the work, borders of the work site that were not appropriately closed by signage, traffic signs, and barriers, and lack of previous preparation of the public. Motor development and the rise in the quality and divergence of the road maps in the State of India, along with the experience accumulated in India and abroad, have led to the unequivocal conclusion that it is necessary to emphasize and develop guidelines on the topic of the placement of traffic signs at work sites on the road.
